Matthew Gambill, the state representative for Georgia's District 15, said that Republicans enacted tort reforms to curb frivolous lawsuits and runaway verdicts, protect families and businesses, and maintain Georgia's status as a top state for business while preserving access to justice.

On April 21, Governor Brian Kemp signed a comprehensive tort reform package into law. According to Kemp, this move is a historic step toward restoring fairness and balance in Georgia’s civil justice system. The legislation includes reforms on premises liability, medical damages transparency, curbing excessive jury awards, bifurcated trials, and limiting third-party litigation funding—especially from hostile foreign actors. Key sponsors and legislative leaders such as Lt. Gov. Burt Jones and Speaker Jon Burns praised the bipartisan effort aimed at enhancing transparency, fairness, and economic competitiveness. Kemp credited the collaboration of lawmakers and the support of Georgia's citizens for successfully advancing these long-awaited reforms.

Georgia lawmakers have passed a significant tort reform measure now signed into law by Governor Kemp. The American Tort Reform Association (ATRA) commended the legislature's efforts. ATRA President Tiger Joyce emphasized that the reforms directly target issues contributing to the state’s negative legal reputation, marking a critical step toward reducing frivolous lawsuits and improving fairness in the state's courts.

On February 7, 2025, Protecting American Consumers Together (PACT) released a poll indicating that 72% of Georgia voters believe lawsuit abuse is driving up costs of goods and services. The poll showed bipartisan agreement with substantial support across political affiliations: 88% of Republicans, 64% of Independents, and 62% of Democrats shared this view. Conducted by Public Opinion Strategies from February 2-5, 2025, the survey also found that 85% of voters believe it is important for the Legislature to address lawsuit abuse to eliminate hidden taxes on consumers. Additionally, 82% of individuals who have used personal injury lawyers expressed support for reforms to the current legal system.

A study released by the U.S. Chamber of Commerce Institute for Legal Reform on January 24 reported that rising tort costs in Georgia are placing an increasing financial burden on households by driving up insurance premiums and overall living costs. In 2022, the state’s tort costs reached nearly $20 billion, averaging over $2,000 per household. These expenses stem from civil litigation claim compensation and administrative costs impacting both businesses and consumers.

Gambill is a lifelong resident of Bartow County with deep family roots in public service. He currently represents District 15 in the Georgia House of Representatives. A graduate of Lee University with a background in business development and education advocacy, he now serves as Business Development Manager for Parrish Construction Group.
