Mike Collins, a state representative for Georgia's 10th District, said that Georgia is at the forefront of tort reform and cost reduction, attributing this progress to Governor Brian Kemp and Republican legislators. Collins shared his views in a post on X.
"Georgia is showing how to lead on tort reform and reduce costs on hardworking Americans thanks to the initiative by Gov. Kemp and backed up by Republicans in the state legislature," said Collins, Congressman (GA-10). "Thank you Governor, for the most meaningful reform we've had in decades."
On April 21, Governor Kemp signed a comprehensive tort reform package into law, describing it as a historic step toward restoring fairness and balance in Georgia’s civil justice system. The legislation introduces reforms such as changes to premises liability, medical damages transparency, limits on excessive jury awards, bifurcated trials, and restrictions on third-party litigation funding from hostile foreign actors. Key sponsors and legislative leaders, including Lt. Gov. Burt Jones and Speaker Jon Burns, praised the bipartisan effort for its focus on transparency, fairness, and enhancing economic competitiveness. Kemp acknowledged the collaboration of lawmakers and the support of Georgia citizens in achieving these long-awaited reforms.

According to the American Tort Reform Association (ATRA), Georgia lawmakers have passed significant tort reform measures aimed at addressing the state’s "Judicial Hellhole" designation. The bill became law following Governor Kemp's signature. ATRA President Tiger Joyce emphasized that the reforms target issues contributing to Georgia’s negative legal reputation and are seen as steps toward reducing frivolous lawsuits and improving fairness in the state's courts.
On February 7, 2025, Protecting American Consumers Together (PACT) released a poll indicating that 72% of Georgia voters believe lawsuit abuse contributes to rising costs of goods and services. This sentiment is shared across party lines with Republicans (88%), Independents (64%), and Democrats (62%) supporting this view. The survey conducted by Public Opinion Strategies also found that 85% of voters think it is important for the Legislature to address lawsuit abuse to eliminate hidden taxes on consumers. Additionally, 82% of individuals who have used personal injury lawyers support reforms to the current system.
A study by the U.S. Chamber of Commerce Institute for Legal Reform released on January 24 found that rising tort costs in Georgia are increasingly burdening households by driving up insurance premiums and overall living costs. In 2022, the state's tort costs totaled nearly $20 billion, averaging more than $2,000 per household. These costs arise from civil litigation, claim compensation, and administrative expenses impacting both businesses and consumers.
