Roscoe McMillan, known by aliases "Roscoe McMillian" and "Ross McMillan," has been indicted for failing to appear at his trial on charges of wire and mail fraud linked to a fraudulent life insurance scheme. U.S. Attorney Ryan K. Buchanan emphasized the importance of appearing for trial, stating, “Every defendant has a right to a fair trial by a jury of his or her peers, but no one is entitled to refuse to appear for trial.”
The indictment alleges that McMillan was involved in defrauding seven life insurance companies through a sham company named Chosen Outreach Ministries. He allegedly provided false information to obtain group life insurance policies under the pretense that these individuals were employees of the company, which never conducted legitimate business or paid wages.
FBI Atlanta Acting Special Agent in Charge Sean Burke commented on the situation: “McMillan has taken a criminal allegation and created an even more serious situation.” The FBI is actively seeking McMillan's whereabouts after he failed to appear for his trial on October 29, 2024.
Initially charged in September 2023, McMillan allegedly submitted over 30 fraudulent claims resulting in $2.7 million being disbursed by the defrauded companies. Following his release on bond on October 11, 2023, he became a fugitive after not attending his scheduled court date.
A federal grand jury returned a superseding indictment against him on November 4, 2024. The public is reminded that an indictment contains only charges and does not constitute proof of guilt; it remains the government's responsibility to prove guilt beyond reasonable doubt.
The Federal Bureau of Investigation is handling this case with Assistant U.S. Attorneys John Russell Phillips and Kelly K. Connors leading the prosecution.
